This publication was developed by the Maastricht Graduate School of Governance (UNU-Merit) in partnership with FAO. The policy paper is conceived as a framing paper, which conceptualizes the relationship between social protection, migration, and rural development, and strengthens these synergies for FAO’s programming. The relationship between social protection, migration, and rural development is critical to the FAO mandate to end hunger for all. In its capacity as an organization working across emergency and development contexts, FAO is well positioned to promote the synergies that exist at the intersection of social protection and migration in rural contexts. Future generations are shaped by the opportunities afforded now to youth. Yet youth - defined here as those between 15-24 years of age – make up close to half the world’s unemployed. Rural rates of unemployment are particularly high. This is especially so for young women. United Nations figures class 75 percent of youth as underutilised. By this they mean: unemployed, in irregular (informal jobs), or outside of formal education and training. Underutilised youth are a missed opportunity. This report is written for the leaders of Forest and Farm Producer Organisations (FFPOs). In rural areas, FFPOs are often the major, or sometimes only employers. Set up to pursue the values of their members, FFPOs contribute to rural prosperity: namely ‘a negotiated vision of that which people value and have reason to value in line with the common good’. All people have their own vision of what prosperity looks like – and that is why a negotiation of a collective vision is important – so that the perceptions of different groups of people, such as youth, are taken into account.

Caucasus and Central Asian countries are strongly committed to promoting food security and nutrition among their populations. Although good progress has been made by most countries in the region, food insecurity and malnutrition remain relatively high and greater efforts are needed to address their root causes. Moreover, wide gaps in terms of income, food security and nutrition, and access to social services have caused substantial migration from rural areas to neighbouring countries. The FAO project on developing capacity for strengthening food security and nutrition in selected countries of the Caucasus and Central Asia aims to promote cross-sectoral collaboration between agriculture, health, education and social protection sectors by carrying out six pilot projects in Armenia, Kyrgyzstan and Tajikistan. These pilots build capacities at field and governmental level and provide an evidence base to build political commitment and coherence for the development of policies, legislations and programmes at the country, regional and global levels. The evaluation concluded that overall the project has been successful. The building of operational capacity among stakeholders and beneficiaries is processing well through the ongoing pilots, while high-level coordination and policy dialogue, and the contribution to global policy processes and frameworks need more time to materialize. The evaluation makes a number of recommendations to further enhance project design, implementation, monitoring and sustainability, and proposes a second phase of at least 1-2 years to consolidate and expand achievements.

Despite the importance of social protection, today more than 70 percent of the world’s population still has no or limited access to comprehensive social protection. Coverage in rural areas, where about 80 percent of the world’s poor live, is even lower. Achieving an effective extension of the coverage of social protection benefits and services to the rural population is a key challenge which must be addressed in order to achieve SDG 1.3. “Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable”. This will require bridging gaps and removing existing barriers that limit the access of rural populations to social protection.Extending social protection for all is core to the work of the Food and Agriculture Organization of the United Nations (FAO) and the International Labour Organization (ILO). The present paper lays out the specific profiles, risks and vulnerabilities of rural populations and explores options to extend social protection coverage to them.
